Естественнонаучная концепция безопасности деятельности

Рассмотрена система взглядов, связанных с вопросами безопасности деятельности. Приведены необходимые и достаточные термины и определения. Предложены механизм образования опасных событий и система обеспечения безопасности деятельности. Аргументирована целесообразность использования идентифицированных и квантифицированных потенциальных опасностей в системе производственного обучения работающих по вопросам безопасности. Показано соотношение между безопасностью деятельности как наукой и учебной дисциплиной, с одной стороны, и частными областями знаний в сфере безопасности, с другой. Подчеркнут пропедевтический характер дисциплины "Безопасность деятельности" и ее приоритетное значение в подготовке специалистов по безопасности.

Natural Scientific Concept of Safety of Activity

The system of views related to security issues of activity is considered. Necessary and sufficient terms and definitions are given. A mechanism for the formation of dangerous events and a system for ensuring the safety of activities are proposed. The expediency of using the identified and quantified potential hazards in the system of production training of security workers is argued. The correlation between the safety of activity as a science and a discipline on the one hand, and private fields of knowledge in the sphere of security, on the other is shown. The propaedeutic nature of the discipline "safety of activity" and its priority in the training of security specialists was emphasized.

Динамика уровня травматизма и проблемы охраны труда на строительных предприятиях

Рассмотрена динамика уровня травматизма за период 2008—2016 гг., систематизированы и проанализированы основные проблемы охраны труда на предприятиях строительной отросли. Приведены основные рекомендации по улучшению состояния системы охраны труда на строительных предприятиях. Предложены основные направления снижения уровня производственного травматизма в строительном производстве.

Dynamics of the Level of Injuries and Problems of Labour Protection in Construction Enterprises

The article describes the dynamics of the level of injuries for the period 2008—2016, the paper revealed, systematized and analyzed the main problems of occupational safety at construction enterprises. Describes the main recommendations for improvement of the system of labour protection in construction enterprises. Some ways for reduction of industrial injuries in construction industry enterprises have been proposed.

Санитарно-гигиеническое состояние условий труда и профессиональной заболеваемости на промышленных предприятиях Самарской области

Проведен анализ состояния условий труда и профессиональной заболеваемости работающих промышленных предприятий Самарской области за три года. Отмечено, что уровень профессиональной заболеваемости в области остается высоким и превышает данный показатель по Российской Федерации. На протяжении ряда лет ведущее место среди профессиональных заболеваний занимают заболевания, вызванные воздействием физических факторов (нейросенсорная тугоухость, вибрационная болезнь). Названы главные причины превышения допустимого уровня физических факторов на рабочих местах: несовершенство технологических процессов, конструктивные недостатки технологического оборудования и инструментов, их физический износ, непринятие со стороны работодателей необходимых мер по обеспечению безопасных условий труда работающих в соответствии с требованиями законодательства в области обеспечения санитарно-эпидемиологического благополучия населения. Даны предложения по улучшению условий труда.

Sanitary-Hygienic Conditions of Work and Occupational Diseases at Industrial Enterprises of the Samara Region

Sanitary-hygienic conditions of work conditions was analyzed at the industrial enterprises of the Samara region for the last 3 years. The level of occupational diseases remains high in the Samara region and exceeds the figure of the Russian Federation. Diseases caused by physical factors (neurosensory hearing loss, vibration disease) occupy a leading place among occupational diseases for a number of years. The main reasons for exceeding the permissible level of physical factors in the workplace are the imperfection of technological processes, design flaws in technological equipment and tools, their physical deterioration, the failure of employers to take the necessary measures to ensure safe working conditions in accordance with the requirements of legislation in the field of sanitary and epidemiological well-being of the population. Proposals have been made to improve the conditions of labor protection.

Вибрационное воздействие на человека в жилых домах от движения рельсового транспорта и особенности его нормирования

Рассмотрены вопросы вибрационного воздействия на человека в жилых домах от движения типовых видов рельсового транспорта: метрополитена, трамваев, поездов. На практических примерах продемонстрированы типовые спектры вибрации разных видов транспорта, а также временные характеристики вибрационного воздействия. Проведен анализ документов, нормирующих вибрацию в жилых домах, в которых содержится ряд неоднозначных формулировок и методических рекомендаций, приводящих к сложностям при нормировании непостоянной вибрации. Сформулированы предложения по уточнению некоторых положений нормативных документов, применяемых при нормировании непостоянной вибрации и, в частности, вибрации рельсового транспорта.

Vibration Impact in Residential Buildings from a Rail Transport and Implementation of Its Regulations

Vibration impact in residential buildings from a rail transport is considered in this paper. Dominate vibration sources producing the building vibrations are underground trains, trams and trains. Typical vibration spectra and impact duration for different kind of trains are demonstrated. Regulations and standards used for vibration evaluation in the residential buildings are analyzed. There are some ambiguous formulations and recommendations providing difficulties in vibration impact evaluation. Some preposition for improving of the regulation and standards are given. First of all the definition of the unsteady vibration particularly for train vibration is required. Then the criteria for the unsteady vibration should be clarified. The relation between the intensity of train traffic and vibration impact assessment should be introduced as well. It seems to be useful to include plots of time dependence of measured vibration from the rail transport in official reports.

Organizational, Medical and Social Aspects of Selection of Citizens for Military Service under the Contract in the Armed Forces of the Russian Federation (on the Example of the Orenburg Region)

The article presents the organizational, medical and social aspects of the selection of citizens for military service under the contract, which must be taken into account for a differentiated approach to the quality of military units of different types and types of troops of the Russian armed forces. During the 25-year period of time (from 1993 to 2017) from the Orenburg region, more than 32,000 citizens staying in reserve were sent to serve under the contract. The average age of the candidate was 24 years. The level of education received was dominated by persons with secondary special education — 29,3 % and secondary education — 28,3 %. At the time of the decision to enter the military service under the contract 78,6 % of citizens did not have a permanent job. The majority of them — 62,9 % lived in rural areas. "Military service is my vocation", only 47.5 % of respondents said. Following the results of the medical examination, good health indicators of citizens entering the military service under the contract were obtained. Physical development and physical preparedness of candidates were also at a sufficient level.
Data professional psychological selection, carried out to study the moral and business qualities of the citizens, talking about the good quality of the selected candidates possessing the emotional stability in situations involving a threat to life and health, endurance to physical and mental overload, which may occur during the period of military service, including while performing tasks in extreme conditions in emergency situations. Our studies have shown that the bulk of the citizens have the necessary requirements for the successful implementation of the tasks assigned to the army and Navy to protect the borders of Russia.

Управление безопасностью опасного производственного объекта

Рассмотрены подходы к разработке обоснований безопасности опасных производственных объектов, изложена важность установления требований промышленной безопасности с использованием оценки риска как инструмента управления безопасностью. Описан многоуровневый подход для оценки риска, а также анализ риска аварий на предприятиях в условиях различных отступлений от требований промышленной безопасности. В числе примеров разработки требований промышленной безопасности на основе риск-ориентированного подхода рассмотрены: оценка риска отказа защитных функций заземления на калийных рудниках; оценка риска эксплуатации горнорудных лифтов. Для каждого из этих случаев был проведен анализ возможных опасностей, составлены деревья событий реализации данных опасностей. По результатам проведенного анализа и оценки риска был сделан вывод о необходимости разработки компенсирующих мер, выполнение которых поможет снизить риск до приемлемого уровня во всех случаях, когда значение риска превышает приемлемый.

Safety Management of Hazardous Facility

In this article the approaches to work out of safety hazardous production facilities are considered, the importance of industrial safety requirements establishment with risk assessment using as the safety management instrument.
Multilevel approach for risk assessment, and also the risk analysis of accidents at the enterprises in the conditions of various deviations from requirements of industrial safety is described. The industrial safety requirements on a risk based approach to industrial safety as examples are considered: the risk analysis of protective functions failures of grounding in potash mines, and also the analysis of mining elevators operations.
For each cases the analysis of possible dangers has been carried out, trees events for realization these dangers are investigated. The conclusion on results of the carried-out analysis and assessment risk has been contemplated to work out the compensating measures will help to reduce risk to acceptable level in all cases when the risk value exceeds acceptable.

Дифференциация товарных продуктов на основе углеводородов нефти при экспертизе пожаров

Методами газожидкостной хроматографии и флуоресцентной спектроскопии исследован состав светлых нефтепродуктов бензиновой и среднедистиллятных фракций нефти, а также жидкостей для розжига на основе углеводородов нефти. Показана возможность их идентификации данными методами при решении прикладных задач, в частности при экспертизе пожаров (обнаружении средств поджога). По результатам исследования методом газожидкостной хроматографии установлено, что дифференциацию товарных продуктов на основе углеводородов нефти можно проводить по относительному содержанию алканов в газовой фазе. Отмечено, что дифференциацию методом флуоресцентной спектроскопии можно проводить по областям флуоресценции ароматических углеводородов, характерным для различных типов светлых нефтепродуктов.

Differentiation of Marketable Products Based on Petroleum Hydrocarbons in the Examination of Fire Scenes

By the methods of gas-liquid chromatography and UV spectroscopy, the composition of light petroleum products of gasoline and middle distillate fractions of oil, as well as liquids for ignition based on petroleum hydrocarbons, was studied. The possibility of their identification by these methods in solving problems is shown, in particular, in the examination of fires (detection of arson patterns). According to the results of the gas-liquid chromatography research, it is established that the differentiation of oil-based products can be examined out with respect to the relative quantity of aliphatic hydrocarbons in the gas phase. Differentiation by the method of UV spectroscopy can be carried out by regions of fluorescence of aromatic hydrocarbons characteristic of various types of light oil products.

Обоснование времени эксплуатации боевой одежды пожарных по устойчивости ее к воздействию открытого пламени

Приведены данные по испытанию боевой одежды пожарных, прошедшей трехлетнюю эксплуатацию, на устойчивость к воздействию теплового потока, открытого пламени в целях определения соответствия нормативным требованиям к боевой одежде пожарных спустя 3 года после начала ее использования для подтверждения возможности увеличения срока эксплуатации боевой одежды пожарных. Приведены результаты испытаний боевой одежды пожарных на устойчивость к воздействию открытого пламени.

Justification of Time of Wearing Fighting Clothes of Firefighters on its Resistance to Influence of the Open Flame

The time of operation of fighting clothes of firefighters for Republic of Belarus is 3 years. However, an opportunity to keep its heatphysical properties and its wear is determined by time of her direct use to destination. We have carried out tests of fighting clothes of the firefighters who have undergone three years operation on resistance to influence by the thermal stream opened by a flame, to the explosive and tearing apart loading with the purpose of definition of compliance to standard requirements to fighting clothes of firefighters 3 years later later has begun her uses for confirmation of a possibility of increase in term of operation the fighting clothes of firefighters.
Tests were carried out in research center of the Vitebsk regional department of the Ministry of Emergency Measures.
Results of tests for resistance of fighting clothes of firefighters to a thermal stream are described in [2]. We provide results of tests of fighting clothes of firefighters for resistance to influence in the present article an open flame. According to the received results and standard requirements imposed to fighting clothes of firefighters, samples of packages of materials of fighting clothes of firefighters of model 030-2013 and model 050-2014 have passed tests on impact on her an open flame that confirms a possibility of increase in term of her operation concerning resistance to an open flameclothes of firefighters.

Рассмотрены глобальные экологические проблемы в современной России. Показано, что проблемы стоят очень остро и непринятие срочных мер грозит экологической катастрофой. С помощью инновационных подходов произведен разбор проблемы и выявлены ее главные причины. Генерирование идей показало основные направления решения проблемы, в которых ведущая роль принадлежит борьбе с коррупцией, созданию эффективной экологической стратегии России, развитию конкуренции и структурной перестройки экономики, нацеленной на уход от сырьевой зависимости, и устойчивому развитию инновационных направлений.
